How do we know what lengths he went to to obtain it or even that it was sealed away? For all we know, it could've been a relatively obscure artifact that most people know nothing about. The obscurity itself being the main thing keeping its destructive power from being abused until the events of the game.
Or if you wanted to dive head first down the autism hole, perhaps the mask salesman himself is a guardian of sorts for the mask. His jarring movement could be taken as a sign that he's not as mundane as he appears.

He is just an autistic hoarding chink. There is no real deeper purpose to him, he just likes masks and so he collects and sells them. Majora's Mask just happened to be particularly cursed and dangerous and if nigkid hadn't mugged the salesman, and then let it corrupt him then the mask would be harmlessly kept in storage only to be occasionally taken out so the salesman could marvel at it's beauty and unique design and/or hotglue it.

I think he's more of a supernatural entity than a regular mortal of flesh and blood tbh. The way he "jumpcuts" randomly, conjures pianos out of thin air, and traverses between realms seems to suggest as much. Not to mention the moon children bearing his likeness. In the ending scenes, he didn't even try to hide his teleportation ability as he simply "fades" away. What a strange being indeed.

He's obviously aware of the mask's dark past and demonic powers. Not sure if he planned to keep it safe to himself or sell it off later, but it's not like it matters anymore. Majora's Mask is no longer evil at the end of the game. It became just a normal mask after the demon sealed inside got killed. You spend a whole adventure just trying to get the damn thing, only for him to likely sell it at his hyrule shop for a few hundred rupees.
