Probably Pirate's Curse.
I played original Shantae first, LOVED it, didn't ever expect to see a sequel. Was a little disappointed by Risky's Revenge with the confusing map system, comparatively small world, and unavoidable Bad End. It still played great, and improved the graphics a lot, but felt like a step backwards in most other ways. Even the number of transformations went down.
Then Pirate's Curse did everything right. Big world, cleverly divided into islands to break up the world into manageable chunks without making it feel too much like a linear level-based game like HGH. No transformations, but the pirate gimmick was a nice substitute. Plus it had 3D boobs, a definite plus. My only complaint about the game was that they didn't add the ability to replay with the dance powers after finishing, which would have been the icing on the cake… but understandable they didn't, as it would've been a LOT more work.
HGH was good, but felt somehow less cohesive than Pirate's Curse. I think it's because the story was intentionally written to be modular since they were (wisely) designing it to be scalable based on how much money they got - hence why the levels with Holly and the Magic Carpet Race feel like unrelated filler.

Fair enough. I'll grant that all of those are better platformers than Shantae (except Sonic, with its terrible physics - and I don't think Shantae ever claimed to be inspired by it, either).
If you had to throw a Sega title in there, Monster World IV makes more sense -and is the one usually cited by people complaining about Shantae. (Monster World IV is a good game, but I don't think it had quite as good level design as Shantae. But still much better than Sonic.)

Come to think of it, that's a good point and I can't believe I didn't notice it before. I've been giving HGH a free pass on the linearity. I'd thought "no, it's just like Pirate's Curse with it's islands - you choose what level to go to, but they're big levels that you can explore and you can backtrack".
But you're absolutely right, HGH's levels ARE just a Part 1 - 2 - 3 - Boss linear progression, while Pirate's Curse islands were complete "worlds" with both a freely explorable outside environment AND a dungeon inside them.
Always felt like HGH was 'missing' something, but I think that's it. Even when you have an area like the tower that feels dungeony, you're still missing something (not least because most of the time you go there, you're being chased by Wilbur and can't explore freely.)

It's not so much that Sonic games are hard as boring. It just feels bad to play - for all the advertising being about his speed, Sonic takes FOREVER to get up a decent run, and his jump just feels "off". Not my speed, I guess, no pun intended. He's not so much about momentum as inertia. Compare Mario, who also carries his momentum forward, but who accelerates much faster than Sonic and doesn't grind to a halt when hit.
I do realize that later 2D Sonics addressed the issue somewhat with the spindash, but it never made up for the fundamentally unpleasant feeling physics, at least as far as I was concerned. Come to think of it, it was probably meant to help the kind of gamer you describe, who was frustrated by the game's difficulty rather than its slowness, since the spindash also came with borderline invincibility.
Anyway, if you enjoy the games, more power to you - and I guess I can understand the satisfaction if you've memorized a level to the point that you can blast right through it without ever having to stop moving. I just never found that kind of enjoyment from 2D Sonic, because the fundamental movement always felt just… off.
Mostly, I'm grateful that you're actually discussing it and didn't just post a (1)-and-done "Baaah, Shantae sucks!" and move on. Respect.

Given that HGH had its budget covered by the Kickstarter to begin with, and it apparently sold well enough to justify a physical release (as well as being ported to other platforms beyond the initially promised ones), it was at the very least profitable.
At least two things that Wayforward are very good at are working within a budget and listening to their fans. Since "go back to Metroidvania" is probably the single most common thing they say - apart from possibly "Bring back Spanky Joe" - it's likely they'll at least consider it.

Indeed, the idea was popular enough that they made it an alternate gameplay mode for HGH (if you got the DLC or the special edition). Although disappointingly, she just goes through the exact same levels as Shantae.

Pirate's Curse because it's the least like the usual Shantae formula. It's a shame because I want to like these games, but they're far too simplistic and slow. Having to stop to transform every minute at least just kills the pacing. Shantae is too simplistic because her only form of attack, not counting the various magic tools that usually are too cumbersome to use, is to whip her hair. It's both dull from a gameplay point of view and unsatisfying visually. Pirate's Curse improves this by giving her new Metroidvania-style abilities that give you both new combat skills and movement abilities. And you don't have to stop and perform a dance to use them. She had various other combat skills in the first one that never returned, presumably because they wanted her to be more about the hair whipping even though it's garbage.
HGH was a return to the usual formula and also replaced the great sprite art with tweening. Unusually high quality tweening, but still a major step backwards.
Plus, Pirate's Curse had the best Shantae look. She looks like a goblin in HGH. As much as I like loli, she was a late teenager from the beginning.

You guys have some great ideas, and they'd definitely improve the gameplay flow; however, the major downside is that Shantae would lose one of her most defining (and sexy) traits: she's supposed to dance to activate these forms.
Perhaps there'd be a good compromise in one of two ways: either dancing is required to perform the full transformation (to STAY in animal form), but you can perform instant transformations for one move - like the elephant stomp or double-jump to Harpy fly. Or possibly there's a powerup you can find/buy to enable the instant transform move for each animal, like how some animal powers were locked behind items in the earlier games.
Alternately, it could simply be changed to the dance only being required to perform the transformation the first time, BUT give us a longer, nicely animated dance sequence. And bring back the dance parlor as a moneymaking game, while you're at it.
Or, here's one - just thought of this because the instant transformations reminded me of the Shantae-in-Smash discussions, where something similar was suggested (down Smash being elephant stomp, etc, and her dances would all be taunts). What if it were just mapped to the control pad or right stick (assuming movement on the right joystick)? Tap left, poof, instant monkey. Tap it again to switch back to Shantae. No flow broken. And best of all, you can hold down the button if you want to see her dance for awhile.

Apparently WayForward did plan on making a Shantae 64 at one point, but it ended up scrapped alongside Shantae Advance. Bits of it probably ended up in their other games, as tends to happen (WayForward does a lot of asset recycling, apparently.)

Past thread I brought up rhythm for dashing in a 3D platformer, essentially you have to watch your momentum to not jump too far or too short. Dancing could be how Shantae mixes up her hair whip attacks. Even in 2D they can be implemented as moves by pressing attack during various jumps and maneuvers. Like a back-flip uppercut you can do by pressing back to skid during a full run and press attack. The attack launches enemies back while Shantae moves back. You could also do lots of things with walking and sprinting whether or not you're in the air or not. Kind of like Kirby Super Star moves.

That's a really interesting observation! Initially I thought you were wrong, because the overall effect is so different, but after actually looking at side by side comparisons it is very likely that's what they were going for.
Unfortunately, it kind of falls flat (in more ways than one) due to the changes in the art style, as well as the differences between lineart and pixel art. In the pixels, it was absolutely necessary for them to make her head as big as possible so they'd have enough detail to make her face clear - Shantae would be a much less attractive heroine if she'd just had a blank square or a couple of dots for a face. Also, because the large pixels naturally make the outlines thicker, the relative size of her body parts is harder to determine - Shantae's head doesn't look AS insanely huge because her shoulders could be seen as being wider, or her head as being smaller. Also, her breasts on the old sprite are the same size as her eyes in the old sprite, versus being significantly smaller in the new one.
Fundamentally, the problem comes down to imagination - when it was all blocky, we could use our imagination to fill in the blanks and substitute what Shantae "really" looks like under the pixels. With HD lineart, we can't really do that - we just have to accept that she's become a scrawny, spindly-limbed, black-eyed hypercephalic dwarf. And it's really weird that they DIDN'T reduce her head size, or generally make her look more like she does in the cutscenes - they're clearly aware of how much more detail they have to work with and still make it clear, if you look at how much they reduced the size of her hands!
