Sue for what? It's not something they ever sold. I doubt they ever filed a copyright for this. If they were to attempt to take any actual court action, they would have to wrest first with whoever the fuck has the rights to SimCity now, I lost track. All for something as petty as keeping this from ever being seen. You COULD make the argument that they eventually "sold" Star Fox 2, but that didn't stop the ROM from circulating and it won't stop this one.

I wonder just how many unreleased/beta games people have just collecting dust in their basement in hopes of selling them one day for a ridiculous amount, to this day the pokemon GS spaceworld leak still blows my mind, everyone always thought the two headed girafarig and water dragon starter were a crock of shit, not only did the demo prove them wrong, it also confirmed many other rumours and statements from the developers, like the skateboard and the fact that gamefreak reuses discarded ideas, half of sinnoh was planned from the very beginning.

Some groups pool funds to acquire games and such for community purposes, but they don't have quite the funds that (((collectors))) do, for many reasons. I never found out who ended up with the Leisure Suit Larry source code. Not that I could do anything with it. It would be nice if it could be used for a Make Your Own Point and Click Adventure game.
It kills me when I think of how close certain games and other related items came to complete obliteration, but were saved entirely by accident or coincidence. Like the Shadow Warrior expansion pack that was found in a damn closet. I need not remind anyone of certain other items, because why piss everybody off when we should all still be living it up with family and friends?

It's luck, and location. You're not likely to find prototypes in West Virginia, for instance. Knowing people who worked with specific companies, or simply in certain industries is invaluable as well. Hell, all of these are important for success in life, period, whether it be in buying a home, getting into gainful employment, or simply not being knifed in the fucking kidneys on the way out of the pizza place on the corner.
You could ask around in communities where people report the discovery of such items, but that may, more often than not, lead you to fucking Reddit.
