Technically all 3D games are displayed on a flat 2D screen so all 3D video games aren't really 3D but a visual trick to make you think there's depth and an extra axis, and given an infinite amount of processing speed and memory throughput, all "3D" games could theoretically be rendered entirely in software on a CPU

The point about Doom is that it did not use 3D rendering techniques. Ken Silverman's build engine relied on a 2D vector map which it drew using very fast and comparatively simple maths. It could not draw any arbitrary 3D model like a true polygonal 3D renderer, only give "false height" to 2D vector maps. A lot of tricks were used to give more and more features to this "faux 3D" renderer which in the end was very impressive, but still worked fundamentally differently to a mathematically accurate 3D view. For example you could not look up/down without severe distortion and even then the angle to which you could tilt up/down was locked to around 30°. In a lot of ways the way it plot/drew geometry was comparable to how typical runtime renderers calculate/draw light– not using mathematically accurate raycasting but using a cheaper method with various workarounds. However, now that technology is progressing that allows raycasting to be used at 60fps even on moderate hardware, we'll see more games with stuff like accurate mirrors/reflections and mathematically correct global illumination.

That's how most reflection works in games that want to achieve "perfect" reflections without ray tracing. Sometimes screen-space reflections are used instead that gives a much cheaper effect for small pools of water and shit, or sometimes a combination of the two are used since its not as computationally expensive. Of course now RTX/Ray Tracing is just barely starting to become achievable with consumer hardware so we might see more of that from here on out

The fog is not remotely exclusive to Silent Hill. That "fog" you describe is actually the draw distance, it is so short that things are being rendered right in front of your eyes. In reality the fog is actually the abyss of nothingness staring you right in the face and the fog effects sprinkled within the draw distance is tricking you mentally into thinking it's fog. When the town goes dark the fog effect is removed and the color is simply painted black so the short draw distance now looks like a lighting effect of eternal darkness.
