Vidya was banned but they're slowly opening up. I think they want to export games eventually, and for that they'll need to remove the restrictions (like no skeletons and who knows what else) but if they do it too fast their local companies would have to compete against the currently much better foreign companies.
Also you have to consider their bans are probably not enforced. There's simply no way consoles built there don't get lost and sold in the black market.

There is no way that thing actually plays Vita/3DS games. Vita has no emulator and would need more power then whatever $1 chip they put into it to even play those kind of games.
