Yes, they did after incredible backlash, and they didn't ban the developer as far as I'm aware. They took back an action they took, they didn't make a worse action and take it back.

Even if they did take back their ban on the game, which they haven't and that was the relevant event that happened before their even worse action against the developer afterwards, it still wouldn't make up for the other games they've banned.

I want to give you the benefit of the doubt and assume you're smart enough to know this is absolutely not the case. Steam attempted to censor a developer for releasing the type of game they have always leaned on, then got called on it and reversed their decision in order to save face. They did literally the exact same fucking thing with the paid mods debacle, in that they facilitated the move in the first fucking place then were hailed as heroes after they went back on it.
