I find industrial areas are made best by controlling lot sizes. Basically start by zoning some separated 2x2, 2x3, 3x3 areas by holding ctrl, making sure they don't touch so can only form buildings that size and shape. Wait for single large factories to spawn in the spaces (demolish anything small that pops up) and then historically designate them. Then go back and zone in the gaps between (or use parking/fence filler blocks if you have the mods for them) and let them fill in with the littler buildings and sheds and smokestacks and stuff.

It makes everything look nice and "organized", rather than the chaos of random buildings blocking each other that you get with just zoning a large area and letting the game decide what to put where.

That sounds like an excellent way to end up with no industrial jobs for anyone in your city. I find it works better the reverse: tax the hell out of high-tech in every city you don't want it it, building up a region-wide demand for it. Then lower taxes a little bit in the city you want it in, and zone some new industrial areas. They'll immediately pop into that location, and provided you've got the infrastructure for them, they'll stay and won't abandon.

Such a great game that seems forgotten since a lot of mods are disappearing and will be hard to come by i thankfully archived a fair amount. Really enjoy the music in these games and just how it can generally be silly at times but also needs some strategy for becoming an efficient mayor.

No idea. The traffic system is pretty fucking bi-polar in SC4. If you have the NAM, I suspect it has something to do with traffic from neighboring cities appearing and disappearing in numbers of over a thousand from border roads. If you don't… it could be any number of things.

Interesting fractal city layout, btw. I prefer extremely organic cities when I can get away with it (also helps to give those idiot Sims as few choices as possible to get where they need to go), but sometimes angular designs can be nice.
