This is a hypothesis so take it as a grain of salt. I recall back with the Xenoblade X and Fatal Frame 5 censors happened because the localization companies get more money for more edits they do. The other reason is that these big localization companies are gatekeepers to non-Japanese speaking audiences and can get away with shit edits. Nonetheless importing is still not the answer because these over-edits cost publishers money. So bigger publishers demand pre-censorship from the developers to cut down some localization cost. You might think Japanese devs are safe if they're with smaller publishers like D3. Think again. Sony, as a platform holder, has new policy which demands Japanese devs to pre-censor their games and have an English speaking representative.

My hypothesis is globalist corporatism is taking over the Japanese game industry on the business side through the power of platform holders like Sony and Steam. Also a lot of Japanese mobile developers are looking into the Chinese and Korean markets for sweet mobile whale cash. Nintendo knows their bread and butter at the moment is in the domestic Japanese market mostly through merchandising over games. So they are currently playing it low for third party Japanese support. That said the amiibo market is collapsing like Beanie Babies did. Soon Nintendo is going to have to depend solely on games (NES and SNES classics are categorized as games) for the western market and they will demand pre-censorship as a platform holder for western release to cut down on localization cost. At the moment Nintendo treats American and European markets separately with two branches, but god knows when their policies on censorship will change.

I'd also like to see these new versions. When they were initially censored with massive rays of light that even covered bellybuttons, I assumed two things. First, Sony forced the policy on them last minute, so they had no choice to but to cover everything very sloppily rather than actually make new art to cover things up more. Not every part of the product becessarily meshes well and some are visibly inferior to others, weighing down on the whole. While music is a matter of taste, some things simply aren't. You mention simulated movement. I tried playing Imouto Paradise, and was quite enjoying it until I got to the first sex scene. The moving CGs were a horrible mix of a single image broken in to layers so some parts could move slightly more freeling and tweening aka the rixels of hentai. It was terrible and ruined my enjoyment of the experience. The whole thing would have been better off as still CGs.
