I occasionally use BOXVR as a warm-up and a bunch of people play Beat Saber on higher difficulties to work out. Robo Recall gets my heart pumping too, if I get into it and jump around to grab or dodge enemies. Everything that gets your blood flowing and makes you sweat is technically a workout. Especially if you don't do much else.

Wii fit is a much better option than VR for fitness, a used balance board costs nothing and it works with the dolphin emulator. Some of the workouts in it are pretty decent.

A better option would be to get bicycle rollers, it doesn't make much noise and is much cheaper than a treadmill. Using this style of handle bar both your hands can be free to manipulate a keyboard and mouse or gamepad.
