Yeah, it's gotten to the point where Square Enix is giving funding to games like Life is Strange despite being an uninteresting pile of garbage. It mainly boils down to what's as safe as possible or at least the perception of safe. One has to wonder how long it'll take for us to completely forget what makes a video game entertaining and have them become a form of propaganda like the mainstream entertainment circle. We've already seen some companies like Square Enix of America pushing for it. While other big companies that benefit from Canadian and European tax cuts like EA and Ubisoft are heavily pushing it in their games. It's shit like this that caused GamerGate to exist in the first place.
However despite what TORfag says, there IS value in voting with your wallet, it's why the industry hasn't completely shit itself. It's gotten to the point where a company that has stakes in these cinematic and more politically correct games had to force Japanese companies to censor their games rather than letting the free market do its job. Meanwhile you have Valve which went from almost banning Hatred to having a completely uncensored version of Evenicle on its platform. However despite Valve's incompetence on these games as we've seen with Maidens of Michael, the fact that we can finally enjoy AO games without having to go through hoops and whistles is a godsend for the industry and can potentially lead to amazing things.
That said the industry is too politically challenged at the moment, they try to much to cater to the Press/ResetERA people because they're basically a shadow marketing department. If you want your game to have a solid marketing foundation and shitloads of good review scores then you have to make sure the media people are pleased, otherwise they can hurt your metacritic score and potentially drive away gamers from your game. It's why the ResetERA people are so feared, because they'll ruin you and your business unless you give them exactly what they want. They're basically the piece of shit mafia of the video games industry. The same kind of people who'll beat down your business if you dare make a joke or do anything you disagree with. One of the main goals we SHOULD have is taking them down, but if we went in all guns blazing then they would ultimately win over the normalfags, which is something that we have closer within our grasp them we think. It's just that the market research people try to twist and distort the data so they can get out of touch companies like Ubisoft to support their cause for political reasons. In any case the GamerGate people should have two objectives.

It does the job of explaining how she fights in a way that is appealing to those who would be drawn to such a playstyle - much like how Guile attracts those who want a straight-forward, defensive playstyle as a straight-faced soldier or how Blanka's design as a feral beast upholds his nimble, violent movement and his unpredictability. Fighting game characters should not have their designs limited by narrative reasoning that nobody who has just jumped in should care about; instead, they should merely cater to those with the personalities befitting for the playstyle each upholds. Ivy's specific sex appeal attracts those who want to play as someone who whips their opponents into submission (making her different than other potential waifu picks such as Sophitia who don't play like that at all), and detracts those who are not interested in such a playstyle. Ivy's sexiness upholds her playstyle, appeals to those who would be interested in her function and is thus nothing to complain about.
There is such a thing, however, as inexplicable sexual designs. Mortal Kombat, for instance, has always had shitty, unappealing designs; however, female characters were made somewhat more appealing thanks to their sexualisation, regardless of whether or not it actually tied into their character. (Mileena is the only example of this I can think of.) When they took away the sexy costumes in Mortal Kombat X, it helped to expose just how uninteresting and shitty the base designs are at not only explaining their moveset but appealing to the player. A good thing to note from this is that in a fighting game you need to put as much of your characters personality on their sleeve, persay. Guile is iconic now but if you showed him to a more modern gang of idiots they'd say "uhh soldier guy dumb" but in the setting of a fighting game you have to get the whole gist of him from appearance and win/lose quotes. So everything you say about Ivy is pretty bang on. Anyone who's played more than 5 video games will know 'dominatrix outfit character will probably use a fighting style to fit the theme" and bingo.

Whips are also impractical but stylish weapons. Despite being a dead serious character personality and motivation wise, her weapon, clothing and some of the things she does make her out to be a giant ham trying to not just defeat, but humiliate her opponents. Which, from what I remember of playing against a good Ivy player in SC2, I think, that is what they aim for. Granted, her Ivy Blade allows her to ignore a lot of the issues with whips.

Making a character who is mute, refuses/unable to communicate with anything other than humming and body language, have much of a character is a bit of a challenge. Especially when Venom doesn't have much characterization himself, so you can't bounce her character off of Venom as well, which also means that having any attachment to the character is solely on the player. In an RPG, you would characterize someone like Quiet through their actions, but that is much harder in a game like MGSV because her involvement in most situations is entirely optional and any kind of reaction would require an audiolog, which most players probably wouldn't bother with, or a cutscene, which would inflate the budget even more.

Contrast between the exposed skin and outfit is also a part of the design and many are designed around this concept and not just for sex appeal (since obviously, exposed skin will always be sex appeal, there's no way to get away from that). People who complain about exposed skin, and think if you just cover it up more it will look better (often times it doesn't) don't get this.
The issue exposed itself the most I think with Pyra/Homura from Xenoblade 2. Butthurt twitterfags tried to cover her up due to "t-too sexy!!!" So what did they do? Fill out the design with even more splotches of red. Now the color balance is off and the entire design is filled too much with different shades of red and it just looks awful.
Again, they don't get this simple concept that the contrast between the outfit and how much skin is showing if often a part of the design and disrupting that balance won't make it look better. Even if you think the original design is terrible, you have redesign everything from the ground up, you can't just add more clothes of the same color, it will not look good 99% of the time.
