Only one I can think is Valkyrie Drive Bhikkhuni.

You can change the girls outfits, accessories, and underwear. Plenty of pantsu. However, this game is a fighting game first and foremost, with dress up being more of a side feature. When fighting the other protag girls, both you and your enemies can tear off each others clothing

That manga is pretty nice. Probably not that great in comparison, but it still makes my kokori beat really fast.

Try Senran Kagura. The first one that came to PC let's you change the clothes of all girls with many different outfits.

You can also try The Sims 3-4 since those have higher degree of customization and you get to walk around the streets with your new look.

But in this regard my favourite games with dress-up is Akiba's Trip since it's literally a game where you beat people up with otaku stuff and rip their clothes off, and it's set in Akihabara. Game isn't totally awful in how it plays either. You can also play as female from the start if you have the free DLC characters.

Only other option I'd recommend is the Neptunia series but their wardrobe options are somewhat limited in comparison, and the lewder games are pretty awful. Mainline Re;birth series is fairly tame.

The memory card situation is bypassed by modern SD card adapters if your system can be jailbroken (only 3.69 can't be, ideally though you want 3.65 or lower). Phantasia didn't really impress me since 2's theme of /k/awaii girls fighting each other, instead of hordes of boring monsters. They also utterly botched the Vita port.

OP, you play as a squid, murdering other squids or exterminating salmons for cash that you can use solely to buy weapons and cute clothes. They roll new ones every day, you can specially request about 3 that you see anyone else using around, etc. It's pretty great.

Another one would probably be Dragon's Dogma. You can get plenty of different pretty clothes for girls, make your pawn a loli and dress her up in pure cute.

It's pretty much what everyone else does, half the pawns you can recruit are basically magical girls dressed in silly hats and frilly clothes.

Not a game, but there's lots of cloths in Teaching Feeling. I think you can even make your own or import others' creation, but I haven't tried that yet.
