Apparently not otherwise it would be correcting the client. Considering that validating client input and movement is the one of the most basic things you need to do, I wouldn't be surprised if they have no validation for packets at all. In which case this is only the start of a glorious salt mine.
It's actually pretty astounding how many online games fuck this type of thing up but in more subtle ways. For example WoW in Vanilla didn't validate a client telling the server that they put points into a talent, it was a client-side UI limitation that clicking on the maxed out talent didn't send a packet telling the server, so you could have 20 points in a 5-max talent. Many MMOs accept the client telling them what item they're selling to a vendor and how many of them without checking if they even have the items and usually just band-aid it by flagging players that suddenly gain large amounts of currency.

This is only half of how you stop cheaters, otherwise you run into fucking thousands of false positives like a bug or framerate inconsistency causing you to move/shoot faster than expected, you have to also account for this and add additional elements like "check if the engine moved the player instantly to a distant position because it detected them falling out of bounds". I fucking guarantee they will fuck this up, resulting in false positives and ban players who are simply playing on certain hardware configurations far more often than actual cheaters since actual cheaters will make some attempt to obfuscate their cheating behavior by simply looking at how it detects cheating and circumventing it. There will be a single check they will code to look for each unusual behavior so they can ban it, cheaters will figure out how to get around it within a week, and legitimate players will continue to be banned for as long as the game has a playerbase.
I don't doubt they will fail to ban the vast majority of cheaters, what I do expect is that they will try to claim they're doing something about it by banning legitimate players in order to try to appeal to the casual observer as being more competent than they are.

You realize, of course, then they say they're going to add support for "private servers" - they're talking about "official" private servers - not just users setting up their own server on their own machines which will likely be hacked in before Bethesda supports it, whether they like it or not. "Mod Support" won't be included until next year, but in the mean time they'll sell you paid mods through CreationClub that you'll have to download whether you use them or not - in order to ensure you can see every asshole who did buy them and they can act as advertising in your game. Once the dropoff of the game hits, they'll allow mods through Bethesda.net where the dropoff in official mods is supplemented with "private server" rentals - so you will still have to go through Bethesda's network to get them, and they'll need to be uploaded and approved by Bethesda.
You're not just going to be able to create/download a plugin and use it like you did with past games. I really wouldn't be surprised if the Creation Kit/GECK doesn't have an option to save locally - and instead uploads everything you do remotely on Bethesda's servers so you can playtest the mod on their "paid" servers before publishing it for public use.
They NEVER plan to give you full access and modding "privileges" - not like people expect - and there will never be a time when Fallout 76 isn't designed from the ground up to bilk it's users out of as much money as possible.

Time is required for reproductions and natural selection to happen. In normal circumstances evolution takes a long time because there's only so many mutations that can occur in a generation without crippling the organism, and even then not every mutation is beneficial.
However, in the case of Fallout 76, we're not talking about natural evolution, but >>15672381. I don't know what FEV can do, but it appears to create mutants that live, but can't reproduce. It sort of makes sense they died out soon after the war, as they literally died and nobody is making more of them. The other issue is that FEV doesn't seem to be distributed in any logical fashion - there either should be areas where FEV was sprayed over, and would look like some LSD trip, or everything should be a little mutated, which really doesn't seem to be the case. Just SOME organisms being mutated in an otherwise untouched area is more akin as if some mad scientist was running around and stabbing random creatures with FEV syringes, or if these species was mutated, but is capable of reproduction still, which means they shouldn't really go extinct, unless something kills all of them.
In F3, I think, it was mentioned that everybody got a small dose of FEV, but it didn't really do shit. My guess is that FEV is dead, what they were contaminated with is dead FEV, and in turn people (and other organisms) got vaccinated against FEV, which doesn't make sense either.

The plastic skin isn't even the worst part. Have you seen what happens when it rains? Even when you're inside a building, once that rain starts pouring you get fucking soaked and everything gets this god awful "wet" texture to it that looks like your character's skin is melting and all your clothes are make of sludge. The game gives you a warning that a nuke's going to hit, there is a massive amount of time before it hits, the entire blast radius is clearly marked on your map in a big red circle, and you're able to use fast travel to instantly teleport to anywhere on the map even when you're in a nuke's target area so you don't even need to run away from it, just fast travel away.
