Honestly I don't care if an edgy game goes under the radar. Let little Timmy shoot some baddies and have fun. At thirteen you should handle blood just fine.

There is a notable inconsistency with ratings if that's what you mean. E.Y.E. has dismemberment and curse words in the text but was still rated T, whereas Oblivion had to be rerated as M because it could be modded to have titties, even though any game with mod support can have titties if you're motivated enough.

After Hot Coffee it was decided that if it's in the data files it's part of what's rated, even if you can't access it without modding. It's bullshit, but that's how it is

Example of where apparently the sequel just not having blood and gore warranted a lower rating than its M-tier predecessors, despite some of the other stuff present. I know the ESRB is apparently more lax than one might be led to believe by various companies, and certainly more-so than some other countries' ratings boards (Australia, Germany, UK), but I'm still surprised this got away with a T, and makes me wonder just how much content Midway sent in. For the record, in PAL it was PEGI 16+, and in Japan CERO 15+.

It was a combination of that and gore in some parts of the game.

There's no explicit violence against women from what I remember. Ivy gets captured but she pulls a fast one on her captives, Oracle "commits suicide" but the Joker's face blocks the "actual" suicide and there's a reenactment of that scene from the Killing Joke where Joker shoots Batgirl.

I guess those scenes with Jason Todd could be M-rated but I always dozed off with those.
