Its a walking sim with beat em up quick time segments with live action actors and you could tell it was yet another SE attempt at a western game as they lost hitman, deus ex is dead and tomb raider is not doing nearly as well as they want. Even if you only went for a rather small group, you'll still have a very small number of people to target, and the bigger your group is the fewer people you have to fuck with. According to Bethesda, the game map is about four times as large as 4's was, so you'll probably need to spend a tonne of time just wandering around looking for someone to fuck with considering how few people there are per server. Plus, you're forgetting that the only reason anyone would be playing this shitshow is to play with their friends; you're not going to run into sole wanderers fucking around often, you're going to run into groups of 2-4 people, maybe more.
