Eugen has shown that it has no overarching vision for any game it has made. Do they want a historically accurate game where the balance isn't as important as satisfying historical autism? No, they have made many decisions solely based on balance considerations, many which are extremely ahistorical (hellcats in the big red one IIRC, it's been a while so I may have the division wrong). Ok then fine they're making everything to be balanced so that people can have fun in multiplayer, right? Well, no they often will do things that no one enjoys and creates imbalances such as giving the 12th SS a firefly in category A which is essentially invulnerable and just denies whatever area it's in access by enemy vehicles.
Perhaps the multiplayer is incidental and they want to make great single player experiences? Sometimes ahistorical imbalances can be fun after all in a structured mission environment. Oh wait no the single player is dogshit, the AI can see the entire map making ambushes and daring flanks totally impossible. They also get many multiples the shit you get regardless of who or when you are and the only way to do anything is to abuse the AI's inability to attack effectively by defensively killing everything they have then quickly marching forward before a timer reaches 0.
Well maybe the shear spectacle of the huge unit roster is the point of the game, disregarding that that is a fucking stupid thing to base a game off of if there's nothing of worth to do with it, don't expect any significant increase in units post-launch. A tiny amount will be sold off in overpriced DLCs and a handful of reskins will be added for free. Why? Because Eugen doesn't make any of its models. It's all outsourced.
The only reason Eugen have not yet gone under is that they were the only ones making cold war games in that scale and fidelity. Steel Division had some amazing QoL improvements that I absolutely loved (the LoS viewer should be standard in any game where terrain matters), but considering they sold between 100 and 200 thousand copies of STD I can't imagine they'll last long after STD2 flops.
