Expounding on my earlier post and assuming it's a ToEE mod we have two options.
First: You play as Goblin Slayer immediately after his village is raped to death.
Second: You play as a custom adventurer (or party as is normal for ToEE) in the setting.
If the first then some dungeons would have to be made specifically for a level 1 fighter to be able to finish them alone. If the latter more traditional dungeons could be made instead.
Now, for the part that would require actual thought instead of just dungeon design; the goblin mechanic. For the game/mod to have anything going for it you would have to have some sort of dynamic goblin spreading mechanic.Goblins would passively spread from den to den with bursts of speed happening when villages are raided or dens are improperly exterminated. You'd have to have a script which, upon leaving a goblin pit, tallied any survivors and decided what became of them. More than likely they would form their own dens (possibly even in the same place if it was left alone afterwards) and would go up a 'rank' which would also need to be implemented since to my knowledge D&D is actually pretty limited as far as goblins go.
The guild mechanic would have to be implemented, and non-goblin quests would have to exist if the latter option was picked.
