Volition so I can steal the source code of Saints Row 1&2, I'd take the customization from SR1, add it to SR2 and make a multiplayer mode where multiple hundred people could play it at once. I'd get some 3d artists to make a shitload more interior, clothes and vehicles and a couple of programmers to help me make the game run smoother and make it cross platform. I would also make it in a way that your character controls are more similar to MGS V(Fps when aiming, 3rd person for the rest, or I might go full tacticool fps for everything).

It's not really. You can still play Quake on a modern operating system since the engine is free, open source, and maintained to this day. It's also trivially easy to burn and print a new disc. That's a truer ownership that is rarely and almost never offered.

Learn to read nigger, emulating a game is not theft which is still not theft and not even illegal in many places, but that aside. Downloading a game is piracy, but making a copy of a game you own and playing it through an emulator is not.
