There's really nothing that can be done about arcade games anymore. The average consumer does not want to go out of their way to go to an arcade anymore, especially with the number of arcade being reduced significantly since the late 90s and early 2000s. The real catch all arcades had is that they were superior to home console games, but that changed by the mid 90s.
You may think these games are railroad experiences, but you have to understand what companies compete against now for arcades in the west, specifically the United States. Majority of arcade games are called redemption games, basically gambling for tickets. Almost all arcades focus on having tickets pop out of a machine, which gets the kids' attention. So, until arcades provide a better or unique experience consoles can't provide, even local arcades are going to be mostly full of redemption games while the usual games that don't give tickets take a back seat.

Arcade games were great fun, very varied that would be pretty hard to replicate to a console or PC without removing the thing that made them special, like Silent Scope, gun games like Time Crisis, certain racing games and another game where you're a diver and you shoot sharks and shit with an automatic harpoon gun that I can't remember the name of at the moment. Great fun.
And most of them are coop so great fun to play with someone.
And highscores to show off.
The only thing that sucked that a lot of them were designed incredibly hard to soak up as much money from people as possible.
It was really depressing for me as a kid how fast arcade halls disappeared where I lived, they just fucking vanished without a trace.
I live in Norway so that's probably why.

Sure, you could become really skilled at a game, but a lot of games are designed to be unfair as a way to drain quarters. Games such as Dragon's Layer or Space Ace are a fantastic example, there's no real strategy to it except memorizing what to do after a mistake, and that costs money. Games such as SMASH TV or Mortal Kombat II, although good games, were designed to be incredibly difficult on the player. This is why Barcades are so big right now, although their main revenue source isn't the games themselves. Arcade games have also become more expensive to play do to inflation. A quarter in today's money used to be about $0.75 in the early 80s, which is why arcade chains now cost a dollar instead of $0.25. So far, the only place to really replicate this feeling is finding a barcade full of hipsters, a D&Bs chocked full of shit, or an actual arcade, usually at a beach front in the summer time, that has managed to survive by filling a niche for its community.

I also found out the name of the game I detailed, it was Ocean Hunter. I remember having so much fun with that game, swimming aorund and shooting various fishes and spooky shit from the deep.

Mario Kart GP DX, the newer one, runs on standard PC hardware. You can run Mario Kart GP on a modified fork of Dolphin, and you can run Mario Kart GP DX on a PC through teknoparrot
Pokken Tournament Arcade also uses standard PC hardware so if you want to experience it on PC without having to use CEMU you can. Its only in moonrunes though

They have one like that for a modded version of Mechwarrior 4 called Battletech Firestorm. Not as good of a game probably (I have not played SB, wish I could) but they did do a good job with the controls. I remember owning everyone on the local go-kart track that had them because I had actually played 4 quite a bit.
