No, it can render several different resolutions that are stretched to 4:3 by the TV. Emulators normally do this too, but mednafen has the option to take a screenshot without any filtering applied so it looks like this. There's some overscan in the other screenshot, but the resolution of Crash Bandicoot is probably 512x224. Here's one that would be 512x240 and one that's 320x224.
