The Switch is even worse for prices than either of them and is clearly more of a console than a handheld.
It has no backwards compatibility with the 3DS and it has ports of Wii U games. Its more of a Wii U successor than a 3DS one, but if they try to force it as a 3DS successor they won't pull in the market for it. They might get some people from the handheld market, but as of right now it can still safely be called as pulling their available console market. They did a lot more marketing for the Switch than the Wii U and also handled it a lot better and that can be cited as the main reason for its success. It can be called a successfully selling console so far but it can't really be called a successor to a handheld as of yet unless the Switch somehow pulls in both markets, which would require a ridiculous amount of sales to prove.
I won't bat an eye at the Switch until it reaches over 100 million sales at least as a result.
As a side note, I will laugh if the new SMT and Fire Emblem games are $60 each; it would be hilarious if every game that's considered a "must-have" on the system that isn't a port is $60 it will not attract a majority of the handheld.

I would assume that development time for GBA games (mostly 2D) would be shorter than the time needed to make a 3DS game (with 3D graphics). This also ignores the fact that GBA games (in single player mode) could be played on a NDS which gives them a bigger potential audience but a 3DS game can't be played on a Switch.
So with that in mind you would get a shorter and faster release of GBA titles post NDS launch while the 3DS keeps getting games (mostly remakes and the occasional port though) because they started development long before the Switch was revealed and only getting announced/released in the past year.

That just means they're not killing online for it. Nintendo is not going to be starting development for any new first party games, some devs will continue to take advantage of its large install base. Honestly I'd love a Switch Pro that had a dock with a 3DS cart slot that you could use like a gameboy player, with the lower screen being your tablet. To be fully backwards compatible, a handheld 3DS successor would need 3D capability, a gyroscope, two screens, a touch screen, a pedometer with play coin payouts, streetpass functionality, and more. I'm not surprised they went a whole new direction.
That said, I do miss true handhelds, and can't stand the joycons to the point I can only play with the pro controller. Also, it doesn't fit in a pocket and the big, flat screen just feels terrible in my hands, not to mention the battery life.

Almost every first party game from NES to Gamecube probably under one legal service.
