Not much of a city builder at all, but basically a computerized boardgame. However, the atmosphere is so close to what you're describing (and in that perfectly cheesy 90s cyberpunk super edgy way) I felt compelled to mention it.
Chaos Overlords is primarily block by block gang warfare, but the economic element involves doing as much petty crime as possible in each block, subverting as many legitimate establishments as you can, without raising enough of a stink for the cops to sweep in and obliterate your presence in the block. The cops can be bribed to let you get away with more heinous shit, or they can be antagonized in order to purge blocks of enemy ganglord control. Everything has to be done through hired gangs, each of which are different from each other, and can only do one thing (crime, subversion, fight other gangs, bribery, equip, heal, etc.) per turn.
It also has a multiplayer mode (hotseat or network) that's pretty good.
