I think it has to do with the "eyes" or rather their sockets. Humans judge other animals and themselves from the eyes first and then everything else. Obviously those cuddly, large baby eyes evoke positive emotions while the dead eyes of a corpse do not.
Skeletons however have no eye per se, but their sockets kinda sorta look like them. It's no wonder the "evil" looking skeletons look like they have their cranium smashed in, it's meant to make them look like they're scowling, while the average skull has a large opening that is more akin to a comedic expression, that's why you can't take them seriously.

So I'm still just trying to learn the basics on paper, but sometimes I just try to draw something thats on my mind with no references to see how it comes out, I'll often get stuck on like one aspect, say an arm and try to redraw it a bunch and lose a bunch of time trying to fix one error I might not necessarily understand. Trial and error is pretty inefficient at learning anything, and when it comes to art it's unnecessary since there's lots of guides and tips to learn from
once you have a good grasp on the fundamentals you can start figuring out what your style is.
My advice for starting out ironically comes from a dobson comic, draw what you see, not what you want to see.
I feel like I've made leaps and bounds with krita although the things I want to draw don't have much references I constantly look at coloring and shading techniques in other artworks and imitate till I get the hang of it.
It's embarrassing how long it took me to figure out krita has a stabilizer tool, which is essential when using a mouse.

You don't start with the details. Capture the likeness of the overall form and learn to do that with everything, to be able to strip even complex stuff down to basic shapes.
The details will just look completely wrong no matter how you polish them when the initial form is off.
Don't force yourself to go completely without reference either. You'll develop bad habits that will take time to unlearn again.
Repetition is key once you have the forms down. Muscle memory will speed up not just your learning process as it develops but you'll also be able to see the lines you want to draw as you motion your hand over the paper even before you make them.
As always it's easier said than done, but practice is everything.
It's not uncommon to draw the same eye for example a hundred times on a single piece of paper just to warm up your hand. Keep at it, anon, no giving up just because it's tough.

I'm guessing you want to end up with a vector file for this.
I don't know of any quick and easy ways to do that, maybe try Illustrator or the free alternative Inkscape.
I'm sure there's tutorials for that out there.
You could try using the gradient tool, but I feel the outcome would still be lacking.
