Their ending preorders because it is a easy way to track the sale of fake games that aren't actually shipped. For example if the CIA bought 22million copies of COD and pre-ordered them all. But then the store only sent like 1 copy but yet the game developers company still got the money for 22 million copies.
You can do this with digital games much more easily. Buy 40million digital copies, and only play one. Its essentially the american stock market but for game devs being subsidised by governments worldwide for bullshit reasons. Also removing pre orders discourages normalfags from using phsyical disks since they will be encouraged to just download it online.
