this. valve and steam botnet aside is fairly conservative with this. you'll get banned from individual game's forums, the dev's manage those, if you cheat you'll get vac banned and can't play on vac enabled servers on a game, but i think it's pretty rare for steam to actually ban your account.

Since you own the physical disc as private property they can't confiscate it, EULAs aren't legally binding contracts, and other such things that have happened in real court cases.The most they can do is ban your online account and/or remotely brick your console. It won't stop you from acquiring another console and making a new account. Although so far this hasn't been a serious problem for most major platforms.
