They had tons of money even before they got into the gaming market but the assets they owned weren't well known if at all. When THQ died they saw it as a golden opportunity because all of THQ's assets were being sold dirt cheap. Since then they've been rebuilding the THQ brand by consolidating all of its IPs.
I hope they do good because right now they're the only AAA publisher that fully supports no-DRM releases and while THQ games aren't exactly smash hits, they do have a following and make decent numbers. Plus a lot of their studios are in Europe, so producing games is a bit cheaper.

As in you can buy new cops for a resource, a resource you can gain only by doing successful missions, each mission failed/half asses/skipped equals loss of said resource
Here comes the hard part, you are constantly understaffed, daily you need at least 8-10 officers to handle all the calls, officers can randomly not go to work, get drunk, resign, die, retire, ask you for one day vacations because "my roof is leaking" "i have to buy medicine for my uncle" "i have to go to optometrist" and other bullshit like that, cops can refuse to work with each other "i wont work with a rookie" "i wont work with a woman" etc…
And each call requires certain amount of experience that officers have to even start, eg one officer has 300 xp, second one has 200, those are your only oficers left to answer that call that needs 500xp to start, well too fucking bad, those guys dont want to work with eachother. Secondly you can only get officers to work for one day, second day they are usually to tired to work at all or they might just straight up not show to work. Whats worse this might happen to newly employed officers too.
What else, oh random events that give you bullshit like "a nice lady wants to work as a cleaner in the police station because you helped her" next day your officer says too you that he proposed to the cleaning lady after knowing her for 2 hours and he is leaving the police. Bullshit like that happens often in this game.
Also lack of saves is a real pain in the ass, i wanted to restart the game, and each time you want to start a new game you must do a tutorial mission, skip trough all the cutscenes (with are pretty ok for the first time) and then do everything day by day, too fucking bad if you wanted to restart from the 2nd week, you gotta start from the beginning.
All that is fixable and i hope the do fix it, then it might be a decent game, for now pirate or avoid
