First problem: making a game fun or making a game good would raise the bar of averages and make other games look like shit in comparison, this is not allowed
Second problem: even if they did, they would now have to uphold a reputation of making a good game;a burden companies don't want to have as there would be expectations
Third problem: using an existing IP like robo cop for this would generate a level of hype based on already "good" content meaning that they would need to hire competent people with passion for the product and independant opinions (which is suicide from a company perspective)
Fourth problem: you would spend even a dollar on a game yeah yeah I'd buy that for a dollar! sound effect/laugh track.
