Personally I still find 2016 to be the better game despite having a lot of love for Blood Money.
Most of what is missing is coutered by different and better mechanics
such as much better AI, better level design, many more weapons and items to use, more complex target and other NPC routines, more events you can trigger and more
a lot of what you mention also has a positive side to it I think

This adds more certainty when you play instead of having to roll the dice. In Blood Money sometimes pushing someone would not throw them over the edge or throwing a knife at someone or melee attacking someone would not register.

Personally, apart from the first level I only used this to either knock the person down afterwards or to push them over a railing more safely.

also true. I would guess that the reason why they did this is probably because some plebs did not know this was a mechanic and would accidentally unequip their rifle and then bitch when they could not shoot back at a guard. I actually saw some gameplay where a retard did exactly this.
