Just get a cheap used i5 2400/i5 750 office pc off of ebay, maybe put some additional ram in if you can afford it, but most importantly put a gt 1030 low profile in it, and tweak your games with guides you find online if you have issues with fps

For fallout new vegas I'd recommend a custom build. Look for, AT LEAST, a GTX 1070 with 16GB of RAM. Better would be to get a TITAN since GPU prices are okay right now. CPU isn't too necessary for games so just get an i7 skylake.

Check eBay, local first for any used games and consoles, and try to avoid GAME or CEX. On a blood moon they have something that they don't have overpriced, but still not good places.
Also, decide what you want to play. If you buy a console for one game and one game only then you might not want to buy it.

Assuming you just want a 1080p60 setup, just look for a nvidia 660, or amd r7 370 or greater for arround $75. Craigslist, letgo are your friends.
For processor, mainboard, and memory, consider if you want to do future upgrades, or not. If you do, consider an AMD4 socket motherboard and processor, and 1 8G dimm of ddr4. Else, if you want cheap and now, pickup an older intel processor and motherboard, and some ddr3. You should be able to get a sandybridge i5 for cheap. It will preform decently, even today.
Harddrives are not critical, so pass up the ssd, and just buy 1 TB 7200 rpm sata.
Top it all off with a case, monitor, keyboard, and mouse, should be able to go to craigslist for these.

I have a couple of options for you.
<Desktop
Buy a used home desktop off the usual places (eBay, Amazon, Craigslist). Quad core CPU, a decent amount of storage, 4-8 GB of RAM (you will likely never use more than this), and then put in a GPU yourself or have a nerd friend do it.
Personal example: my PC died. I bought the cheapest desktop Wal-Mart had at the time. It had a Phenom X4 II and 4 GB of RAM, but the GPU was a shitty integrated Nvidia chip from the mid 2000's that couldn't even run Half-Life 2. I bought a Radeon HD 6450 for about $40 and that was enough to most 7th generation games at playable framerates. Dropping the settings obviously helped the newer they got.
GPU prices are high right now thanks to cryptofags. It's not as bad as a year ago, but still inconvenient. A low-profile GPU (like my example) will cost less and draw less power. Watch YouTube videos to see how they fare with games.
<Laptop
Honestly, you could probably get away with a laptop from 2011 or beyond. Again, quad core CPU, 4-8 GB of RAM, and an Nvidia or AMD GPU. Avoid Intel graphics. Just check the laptop's specs against the recommended specs for New Vegas. If you're lucky there will be gameplay footage of the laptop on YouTube. Probably with games that aren't New Vegas, but it should give you an idea.

The CPU (APU) is an AMD A10-4600M with integrated graphics (HD 7660G). There are videos on YouTube of people using it to play Grand Theft Auto V and Nu-Raider. If it can handle those games at playable settings (though probably on low), New Vegas should be fine.

I wouldn't want you to buy that laptop. No charger, cracked hinge, Wangblows 8 etc. It's more about showing that you can find laptops that will do what you want at affordable prices if you shop around. Scour eBay or some other place for a bit. Look for a laptop with an A10 or A12 series APU. (Maybe an A8, but nothing lower than that). If you find something reasonably-priced, check YouTube for gameplay. Most hardware gets tested against Skyrim which should be a good reference point for NV.
Or, look for an i3/i5 series laptop (i7 if you can, but they'll be pricier) that has a non-Intel GPU. More than likely it will have some kind of Nvidia graphics. It might be a bit more difficult to find gameplay since you're searching for both a CPU and GPU, but it might be worth it.

At the moment you shouldn't really bother. RAM and GPUs are overpriced as fuck at the moment, if you really care that much you could build a low end Ryzen APU based rig for around 300 bucks or so. Monitor and peripherals not included but a Logitech K120 is cheap, monitors are cheap second hand and mice is whatever unless you play fast paced FPS.

And you could skip the GPU and user the integrated graphics, which is fine for most games, or split the difference for a Ryzen 5 2400G. Most games still don't really use 16 GB of RAM either, so you could drop to 8 and save quite a bit. Save even more by reusing an old HDD.

if you just wanna play fallout new vegas, you could probably find a decent console-pc hybrid. i've been rocking an Alienware Alpha i got at walmart for 400 bucks or something since mid 2015 and its run everything i've wanted to (although it was necessary to double the ram soon after purchase but that was only $20 so whatever). since theyre laptop parts they havent shifted in price too much, i had the lowest end model when they came out, i think theyve updated them since then, but the "Steam machine" versions are way cheaper last i checked, probably since no one wants to deal with the steam OS, but its entirely possible to just switch those back over to windows.

A dedicated GPU will take some load off the APU, but I agree it's not enough to really justify the investment unless you can get it at a steep discount. I stand by the WD HDD since they seem to fail less than other brands and it's only $5 more, but I've also never personally owned a Hitachi drive. If you reuse an old HDD like I suggested it should give enough of a bump for a 2400G.
