Most shills work for free. Back during the CTR days I heard they were making 11/hour but had some pretty fucking heavy quotas hence why they were so prominent. I'd imagine most shilling is situational and contractual, with only higher up publishers having full time teams. Then you have the shills who have a direct financial incentive to shill their games but not necessarily a duty, for instance, a dev who has to meet a certain sales quota for milestone payouts.
If you could figure out the number of impressions you could make by gauging daily traffic on /v/, and then figuring out a model for effectively shilling without raising suspicion, you could probably make the circuit with some publishers and sell yourself to at least one of them for a bigger payout.
