Kobolds began their life as yapping dog-rat men in 1E & 2E, kin to goblinoids, slowly getting more reptilian over time; they even spent a brief unpopular time as pug-goblins with no muzzle or tail at all. Kobolds becoming ultra-degenerated midget dragonkin was a 3E onward thing. Jap kobolds are paleokobolds, divergently evolving into being explicit dog people, because the Japs really like the old roots of tabletop RPGs and it tends to show in their games, which often started as homebrews or derivations of imported RPGs.
From 1d4chan, still useful where its articles are untainted by the usual suspect infiltrators. Which is more than you'd think, owing to the sheer autism of its often ancient content. Sage for tangent.

The original kobalds were "scaly-skinned", right there in your quoted text. Regardless of shape, anything scaly is going to be considered lizard-first (or fish, but obviously not here). Even if they looked like an actual dog with scales instead of fur, they'd still be considered doglike-lizards rather than lizardlike-dogs.
Everything else that stuck is a pretty subtle change by comparison. Between the first 1e and 3e versions the only real difference in their appearance is the shape of their head, especially their nose/snout.

How quickly did you draw the circle? It could be low polling rate. Polling rate is the number of times your device reports where the cursor should be. Higher polling rate means smoother circles. This is especially noticeable if you draw circles really fast. HOwever, that's a very strange thing to have changed if you've only switched computers and not tablets/mice.
Another thing to note is that some mice also have a prediction system in which they try to predict if you are attempting to draw in a cardinal direction, but that doesn't look like what's happening. My mouse has that problem though, look at this shit.
