The original Max Payne had the budget of peanuts. They couldn't afford to get actual actors so they were hard pressed to get anyone to be in the game. Sam Lake once joked that they once asked the guy who refilled the soda machine to be a character.
With Max Payne 2 they had a substantially higher budget because the original sold way better than anyone expected. So they were able to hire actual actors. Sam Lake wasn't really interested in being Max Payne he just wanted to write the vidya. I can sort of see why as there's a lot of behind the scenes footage on the development of the game where they had him extensively photographed and had him do several of the moves so they could rotoscope the animations. The guy they got to play Max in MP2 was someone who was mostly in soap operas. So I'm guessing they cast him based on the game's love story. Remedy were amazing with photoshop considering he looks extremely goofy in all of the original photographs and through using photoshop they made Max look more haggard.
With MP3 it was a Rockstar game and they got Max's voice actor to be the character. Which makes a lot more sense from a technical standpoint as they can also get him to do facial mocap. Rockstar really likes doing this as they also did it with GTA5. (The voice actors there are mirror images of the ingame characters).

It's clear looking at the development history of the game it was originally supposed to be much more serious and less goofy. You can see it with the original gameplay style and graphic style of the game when it was being worked on in 1998. Here it resembles something closer to Kingpin.

I remember reading previews and it did seem like an edgier version of Hong Kong action movies at the time. I'm glad they didn't stick to that though, the game got better when they didn't take it too seriously I think.

Max Payne 2 sold like shit compared to MP1. Remedy suffered a fairly large financial crisis after the game's release. Which was why they sold the franchise to Rockstar.
This was a win/win on Remedy's part as they were able to move onto other projects. Like Sam Lake wanted to make Alan Wake for a while.

In that same trailer you can also see an early version of the graphic novel panel where Max interrogates Vinnie Gognitti. We can't make out the text due to the poor quality but it's obvious originally Max was supposed to murder him. Whereas in the final game he just threatens him and leaves.
There was also clearly an actor change in between 1998 as it's a different guy playing him in the final game.

I think they stilled used Timothy Gibbs for the packshot though. I was a bit disappointed not seeing his face, even though I liked Max Payne 3 overall.
