Falco's moves were changed after brawl to make differentiate him from fox. Pichi has self-damage, paralysis attacks and what looks to be a resource bar this time around (top right of his damage meter). Pittoo's and Lucina's differences are pretty small in comparison, but then again Lucina's no sweetspot attacks are pretty significant competitively.

I think it's because they're just different enough that they count as totally new characters. For instance, Pichu may have the same moves, but he's smaller, faster. takes damage from his moves, has a bunch of new animations, and overall is much differently shaped than Pikachu. He and Pikachu are similar, but there are enough differences to separate them.
Young Link, Roy, and Dr. Mario are much the same, though they're more of a divergent thing where they're still the same from before, but the characer they were based on has changed enough to the point that they're basically a different character.
To contrast, there's only one or two small technical details sans cosmetic differences that separate Dark Pit from Pit. Same with Lucina.

There's dodge fatigue that increases the duration of your dash while decreasing the invincibility frames. It it applies to air dodging, then dash dancing might be back but instead of spamming it you'll have to use it sparingly.

I saw some people speculating about the fact that there will only be one other newcomer in the game, since we now have 65 and pic related has 66. However, looking at the character list, and including those (((echo fighters))) like they say, that's 64 in total. There's three Mii fighters and three Pokemon Trainers, however they said that they count Pokemon Trainer as one, so that just adds the two extra Mii Fighters, which adds up to 66. So really, they're only stating the current number.
I know that Sakurai said that people shouldn't hope for too many newcomers, but if I had to guess, they're going to announce a couple more, as well as some (((DLC))).
