Remember how when the CC first went up, and (at least on the PC side), it required you to download EVERY SINGLE MOD with each new update - regardless of whether or not you purchased them (it just unlocked them for use). Well, that's the system they're going to use here - and you'll need them locally to ensure compatibility with other users in multiplayer modes. Fallout 4 was originally supposed to have an online component added in down the line, the prototype of which Fallout 76 developed independently from. You could say that Fallout 76 and Creation Club were co-designed to facilitate the same purpose… and CC was just launched a bit earlier in order to capitalize on sales, specifically mod support on consoles where both the greatest number of players is centralized, and where they have the least amount of choice in the matter.
I'm pretty sure that someone dug around the offices at Bethesda/Zenimax - they'd find documents that revealed that Bethesda and Sony colluded to scuttle Mod support on the PS4 purposefully - maybe even working an angle to get a special deal from Microsoft on the side - but by FO4's release, it was obvious that the PS4 was going to be the market leader with the lion's share of customers. So, release free mods on the Xbox (with heavy restrictions) to make it look like they're the good guys in all this, use them to whet PS4's players appetite for mods, and then release a service that will circumvent the problem you've invented so that you can sell dumb shitheads a solution for a premium.

The only way to do paid mods is with a game that hasn't been released yet. Skyrim's paid mods failed not because they pissed people off which they did, make no doubt, and it was a massive contributing factor, but because free mods were available for so goddamn long that the system simply would not work with it; too many free mods were being cannibalized by greedy shitheads that put them under a paywall, and the whole system fell apart the instant one of those mods was a building block for other mods.
Starting off with the knowledge that mods for a game are going to have a marketplace where at least some are going to be pay-to-play is at least going to level the playing field in ensuring that people can't simply steal building block mods to make money; the whole system will lock down so creators can protect their code, even if it means that the normally friendly, highly cooperative community of modders has to suffer.

I used to pirate the dvd version of nv and it still crashed every 30 minutes - 2 hours even with all the patches. Before the patches it crashed every 10-15 minutes. For FO3 it averagely crashes was like every 5 hours so it was still the better optimized game. The gog version is different though, the crashes are so much less frequent for both games. FO3 framerate and mods are more unoptimized though, so I found myself playing NV more.
None of these actually matters because Oblivion is so much superior to both it's not even funny anymore. Why do Fallout games have far less customization than any Elder Scrolls games? They're boring.
