Not really. Gameplay is pretty much the same and I kind of like the F3 super mutant design better. Lore and stuff like that on the other hand is just fucking awful in F3 and the main quest line is just a cheap reference to F1 from what I remember. The reason why New Vegas is considered better is because it has a better story, lore and characters. You can't really fix that with mods.
If you just want a sandbox then go to moddb or whatever and cherrypick the mods and addons you think sound cool. Such modding is so much a matter of taste it's better to just do it yourself. I doubt you'll get any descent answers here anyway because most people seem to hate this "oblivion with guns" with passion.

Fallout 3 and NV may seem the same at first glance but they are completely different games. Fallout 3 is a popcorn shooter where you run around killing whatever, whenever with little repercussions for your actions.
The character writing was dull, the quests were incidentally stumbled upon and could be ignored/picked up on a whim, the world felt like a theme park that conveniently revolved around the player, and it blatantly misunderstood some pretty fundamental points about the fallout universe. (An example off the top of my head: what the fuck is jet, a drug produced exclusively by a single family in post-war New Reno, doing on the east coast stacked behind pharmacy counters and vaults like it's been there since before the war?)
Fallout New Vegas:

I've since grown to appreciate Fallout 3 is Metro System. It's like a giant Overworld dungeon, it's definitely the most ambitious thing I've ever seen executed in the Bethesda game before. Well the game of Solid 4 out of 10 based on its own merits, the Metro System / DC area elevates it to a six out of ten. It is possibly the only good thing that the thesda ever added to the Fallout series besides the 50s radio.

Actually yeah OP. All these posters telling you to just install New Vegas aren't completely wrong, get New Vegas and then get Tale of Two Wastelands, you can experience all of F3's content with New Vegas gameplay and it's infinitely better for it.
After that it's mostly just picking what you want. Most big mods for NV have a compatibility patch for TTW. I like to get Vurt's flora overhaul for TTW to make the Capital Wasteland more green and less retarded in that regard, also sets it apart from the Mojave more.
Fallout 3 isn't that bad of a game when you fix the core gameplay with TTW, Bethesda almost kind of understood what made Fallout good, it's 4 that's irredeemable garbage.

NV improved a few technical things such as gunplay and repairing mechanics, but in regards of world design 3 still wins. I'm only invested in characters, and none of the characters in NV are any amusing or interesting. Fallout 2 at least had some amusing characters though most of them are still faggots, NV's characters were all dull as fuck. I can't care less about RPG stories. RPG is about taking a role of a character with their own abilities and traits. It has little to do with stories, they're just backdrops. The shitty thing about NV's dialogues is they're very well tied to a large story rather than this one individual's own idiosyncrasy. The lack of individuality in NV is what makes the character interaction boring. At least FO3 didn't do this.
