Although I personally thought the division was a lot of wasted potential (even with Ubisoft as a fucking meme of a publisher) there was all of these semi interesting factions and ideas that were pretty much done in this order
>intro mission after seeing a few of their groups walking around
>two missions of "we gotta take them out of here" and "they could destroy our chances of saving this city" respectively
>last mission is fighting the factions leader and then killing them, just like that
And then you pick up files and shit of the leaders and faction members talking and doing shit, and you realize had they not made the main story and getting max level line up with each other they could have done more story wise. Gameplay has already been discussed to death and back, but in terms of the division 2, I would like to think they learned their lessons from the first one and then took those and improved upon it, but if they were anything like what Bungie did to destiny 2 despite having the experience of the first game under their belts, you're probably going to see them Fuck up, and have to relearn everything they just went through with.
I'm probably not going to get it but if they learn from their first fucking mistakes and actually try to improve the game, then so much the better.
why they made the game bullet sponge combat rather than tactical fighting I will never know why, but I think it would have been a slightly positive change, although they would have to tweak AI heavily to compensate although it's rare to see a company do more than "more health, more damage" because it's easier to adjust numbers than change up tactics
