Japanese games are almost always optimised to have stable framerates, true it's often only 30fps but I'll take a stable 30 over an unstable 60 any day.

Flashback, Another World and the OG Prince of Persia all have some god-tier animation. All of which were rotoscoped and animated through vectors, cool stuff.

GTA IV's mocap/Euphoria works are pretty incredible too. The animations make the game.

Anime, sometimes yes. Japanese video games are a different story. Like, you honestly tell me that 4RE doesn't do some wonderful stuff with Ashley, and even most budget titles seem to throw in random details that are appreciated.
