When playing pic related I see that the characters are moving their mouths, dialog appears on the screen but no voices come from the speakers. Is my disc damaged or my PS2 broken? Unlikely since the music and sounds effects are fine. Turns out that whoever localized the game decided to not voice some scenes at random. Fortunately there's an undub patch that restores the original audio but I'm still out a blank DVD.

On the one hand, SO5 sold like dogshit in no small part due to the granny panties. This would serve as effective ward against in-development Westernization.
On the other hand, Xenoblade 2 sold pretty damn well, and that's the 2nd title (that I can recall) that followed that practice.
It's a bit of a mixed bag. Who knows what strange new territory we'll be seeing in the next few years.

Assuming you mean the skits, Tales skits were unvoiced in the west until Legendia, and perhaps due to Legendia's poor reception (as well as issues with the voice actors feeling the second half the game was extraneous), Namco opted to leave the skits in Abyss, the next game to come west, unvoiced here once more. It took until Vesperia for them to try it again, and that time it stuck.

I understand your sentiment but there are a lot more reasons for you to learn English than there are for someone who knows it natively to learn Japanese. Economic pressure has a powerful influence on language adoption and there aren't a lot of resources for learning Japanese here, especially on the eastern seaboard. Not everyone can learn it easily by the methods in the learning threads you find here.
