My memory is weak since I was barely able to use 8chan/the internet at the time but that was partly the reason that the current rules of page 13 and vidya OP were introduced. I think that might be a bug when using -shortest and vp9. Just use the trim video filter instead. Something like
ffmpeg -framerate 1 -loop 1 -i IMAGE -i AUDIO -c:v libvpx-vp9 -crf 30 -b:v 0 -g 9999 -vf trim=start=0:duration=DURATION -c:a libopus -b:a 128k -map 0:v -map 1:a OUTPUT.webm
