I want to be a general, but don't want to play strategy/tactics games.

Are there any action games where I control one character, but still feel in charge of the army?

I know dynasty warriors kinda attempt that, but fail miserably, even in Empires spin offs.

Are there any exercises where I do nothing but still feel in charge of a strong body ?

I know yoga kinda attempts that, but fails miserably, even in crossfit spin offs.

Not full blown army but how about smaller squad based stuff? Freespace 1 and 2 allow you to give commands to wings of starfighters or individual ones, in Rainbow Six Raven Shield you control squads of counter terrorists. Both have you in first person and taking part in the action.
