It has levels but they only serve two purposes: 1. to let other players know how experienced you are (so in theory, low level players can get advice from more experienced players, and will not be hated on for sucking at the game) and 2. to give you a free cosmetic item loot box every time you level up, which reminds you they exist and to buy more of them. Neither of these factors affect gameplay at all, and each character ALWAYS has the exact same set of abilities that perform the exact same way under all circumstances with no RPG garbage or alternate weapons to muddy the waters.
I guess there might be something going on behind the scenes that affects the matchmaking, like the game will try to balance the experience levels of the players to produce a balanced pair of teams, but I don't know if they actually do that, I haven't paid enough attention.
