A lot of the stuff in SFV just feels like there are several people working on the balancing that do not communicate at all. Like, a lot of the v-trigger 2s are mini-supers (as opposed to buffs/timers/whatever), but then they also made combos into v-trigger scale like absolute shit, so most of them are just not very useful, like the shinryuken. There was stuff in Season 2 like this, too, but I can't remember anymore. I do remember Urien getting buffed even though he had only been out for like a week or something.

Her VT2 is useless, the opponent still is able to build meter from getting hit even though on Capcom's stream a few weeks ago they showed the contrary. That was the only hope for that half-assed attempt at giving the character variety. Her VT1 took a hit from the nerf hammer along with her V-skill, but it's still infinitely more useful than VT2.
Only things she got that's nice is her target combo now hits crouching opponents. Whatever hit/hurtbox tweaks they've made haven't made much of a difference. Further cementing that Capcom doesn't care about her at all and would rather be working on Chun Li's 30th costume.
