Parts of the trailer (pics related) make me think it might be influenced by the current political climate of the West, and if any company could take on those themes, it's a Japanese one. Or is this typical Kojima-esque nonsense used for flavoring rather than any kind of substance?

You might be right, but I still have some faint hope someone will make a game that flies in the face of all the Western media promoting multiculturalism, and this at least seems to have some of themes counter to that. Really hope they go somewhere with them.

I've played plenty of JRPGs that use that trope, but it's almost always in the "let's all get along and fight racism!" way. I didn't really get the same feeling from this trailer.

I get the impression this is the protagonist's perspective though. The book he's talking about seems to describe our modern world with a single tribe. Combined with the "ReFANTASY" name, maybe this game is supposed to be the inverse of most fantasy media, which is designed as escapism from the issues of the modern era? If it actually is influenced by the Western social/political climate, maybe the fantasy world they live in is going through the same issues we're dealing with, and their "fantasy" is an idealist version of the modern world, without any of those social/political issues.
