It's not really good, but after the terrible absolution it's clearly better, it's an hitman game with what you except from it (big maps, multiple way to kill targets, multiple targets, etc…).
Sadly compared to the crisp and polished controls of blood money you're stuck with the awful console long prompt interaction animation of absolution which is the major gripe I have with it (the second is the episodic BS but it's a full game now, so).

Honestly, overall its better than Blood Money in my opinion.
Here is why
The disguise system is improved by a lot. If and how quickly characters can see through your disguise depends on the person seeing you, the situation (if the guards are alerted for example) and the action you are performing.
Having enforcers (characters that see through your disguise) is a very good design choice as well, since they are placed in areas that give you easy access to targets or items, so you are forced to improvise and not take the obvious route.
Some disguises will also allow you to do actions that would otherwise bust you.
For example if you are a waiter, you can poison drinks without people getting suspicious. If you are a handyman, you can disable a generator or break an extension cord and create a trap that way.
All of this means that you no longer just get that one disguise that grants you most access, but has you changing disguises depending on what you want to do and what the current situation is.
The AI is improved by a lot as well.
They dont just either shoot at you or tell you to go away.
If you tresspass they may tell you to fuck off or they may escort you out of the area or they may try to arrest you.
It feels much more natural being pursued by a guard and trying to evade him. Even if they lose sight of you they will go look through the nearest few rooms to where they saw you last.
Sniping is also made harder by the fact that when you snipe someone, the guards will search the most obvious places, like church towers and similar. So its not just about having a silenced gun.
There are also many more voice lines.
Many more ways to kill characters as well, especially by accidents. Many more weapons too.
Getting caught on camera on higher difficulty actually alarms a guard that then goes look for you in the area you were in.
The level design is superb and the levels are enormous and detailed. Many more ways to get into places.
This is just a few things. There are many other mechanics I left out that make the game better.
The only thing gameplay wise I have a gripe with is the autoaim when throwing things, which makes it super easy to get kills with throwing knives and similar.
Its a very good game. People here just look at the whole seasonal releases thing and assume its bad.
If you buy the first season, you will have a lot of fun with it

Im guessing you probably didnt play the latest one but its no longer "walk down the corridor and avoild the cops". The levels are back to Blood Money level design, except larger and more detailed.
I would say in terms of difficulty, 2016 is better than Blood Money. In Blood Money getting silent assassing really only required you to find that one disguise that gave you access to the most places (which even as a first time player you would figure out in less than 20 minutes by trial and error) and then you would just walk through the front door, follow your target until he is isolated and kill him and hide the body.
In 2016 it gets much more complicated with enforcers and so on, which I already explained in this post. >>14029584
The only real "casualised" elements in the new one are the "opportunities" and the auto-aim when throwing things.
Opportunities are fixed in professional mode (they still are there but the game no longer points it out to you with prompts and waypoints) and the autoaim is not something that would ruin the whole game for me
Also 2016 also has contracts mode and its even more fleshed out than Absolution

I guess it comes down to personal preference, but I think the difficulty in guessing how high you need to aim to hit people in the head with the knife is exactly the reason the locking mechanic shouldnt be used.
In Blood money it took a bit of skill and luck to get it right, so it was a risky thing to do if you didnt have experience with it.
The locking mechanic made throwing things easy to the point that its easier and faster to just throw a wrench at somebodys head than it is to walk up to them to knock them out.
