I think the modifiers that give bonuses/penalties to diplomatic actions affects their chances of accepting. Also if you get to the point where the AI will suffer a stability hit from refusing you can always hit them to -3 stability and then they can't refuse.

Germoneyblob is always good. You can also try Italy or Spain to get used to the UI and controls on a smaller scale. Playing as burgers, or the USSR will get you overwhelmed by the sheer size of shit you have to manage. Playing as a minor country like Grease will have you either falling asleep or getting steamrolled by your bigger neighbors. Playing Navy heavy countries like the bongs is also kind of a pain because navies are pretty glitchy and hard to manage imo.
