Well… first off all don't resize them to 480x360. That's way to small. If you need them smaller try 768x432. Lower the audio quality (idk what audio settings you used but never leave them the way they are always lower them.).But bitrate is the most important thing. You have to experience with it until you get a good feeling for it. It usually goes like this:
>480p 200 bitrate
>720p 400 bitrate
>1080p 800 bitrate
but depending on the kind of webm you make you can use more or less. Webm's with a lot of movement (e.g. 60 fps webm's or gameplay clips) always need a little more. I used 750 for the attached webm, it's 720p and still smaller in size than your webm.
