If companies actually tried splitting the internet into a bunch of packages I'm pretty sure the backlash would be so swift and severe that it would be undone shortly. This isn't exactly the same scenario, but when Verizon dropped their unlimited data plan and kept adding more restrictions to get my grandfathered plan cancelled, I dumped them for T-Mobile. In doing so I got an even better plan than I already had for a bit less money, and a few years later I start getting emails from Verizon begging me to come back with their new unlimited data plan. They can get fucked.

They told Comcast to stop blocking BitTorrent traffic. They still block BitTorrent traffic, but only the upload speed. Why? Net neutrality is one of those perfectly divisive issues that even an individual sometimes has conflicting opinions about. On one side you have the elite of the tech world, responsible for a huge proportion of internet traffic (Amazon, Facebook, Google, Netflix) who want to minimize costs and maximize profits. Dovetailing with their interests are the proponents of free speech and free access. Those people will typically advocate for more liberal access at any cost, especially when none of the costs are theirs.
On the other side are the infrastructure guys, the ones responsible for getting all this content from all over the world to your house. They're having to eat a shitload of costs as consumer appetite for bandwidth grows every year, driven by services owned by the aforementioned tech giants. These guys also want to maximize profits and minimize costs. The only reason they aren't the adorable underdogs everyone loves is that the US government has decided that virtually every local consumer market in the nation should only have two or three competitors, so ISPs have exploited that to turn into giant price gouging shitbags.
Personally, I see Google, Netflix, etc. as the greater evil, but if we're being totally honest it doesn't matter who wins here, the added costs are getting shoved onto the consumer one way or the other at the end of the day.
