I live in the UK, near the countryside, and my internet connection is terrible.
Whenever I try and play MMOs, my ping is over 1500.
When I try and download off of Steam, I download at 300kbp/s.

I adjusted my playstyle to suit this and generally just play the really silly classes/whatevers where reactions don't matter and bullshitting around is more fun than the direct competition.

Live in an apartment in the USA, in an area where Cox literally has a monopoly. There are no other internet providers or cable providers, unless you go satellite (and the apartment doesn't allow that because the dishes sticking out of windows). Pay like $100 a month for internet/cable, and it's shit, but I can't do anything about it. The really weird part is that the speed varies wildly at random times; sometimes it'll be so slow for a few hours that it's like being on AOL in 1995 (takes five minutes to load a single picture), other times it's almost fast enough to play multiplayer Minecraft! For the most part, I don't even bother with anything other than singleplayer.
I think they're throttling me, but I can't be sure and of course couldn't do anything about it. I couldn't even guess if this is the "typical" speed I get. Every time I test I get a couple mb/s more or less, and I swear I've done this before and had it return like 30.
Either way, I've definitely "won" this competition. I don't think anyone in the world has worst internet than this.

I live in Australia, I pay $99 a month for 100gb of data at this speed. The speed varies wildly. This test is actually really high for me. I usually get 1Mbps. During peak times I get disconnected for around a minute every half hour or so. It's really frustrating.
We've got a national broadband network being deployed at the moment. It's a shitshow, people complain that it's way slower than advertised. It's supposed to go 25Mbps, but if I can get to 5Mbps I'll be chuffed.
I live right next to the state's capital too, It's not like I'm out in the middle of nowhere or anything.

Modem != router my man. Modems handle digitising the signal coming from your phone line and vice versa. Routers, well, route traffic between your LAN and the WAN (innanet).
Nowadays consumer (see: garbage) gear calls all-in-one modem-routers just "routers", which confuses the fuck out of people. Anyway back on topic, it depends. I was running an el-cheapo TP-Link modem and it was hot garbage. I've since replaced my access points, modem and router with gear that isn't cheap chinkshit. Immediately the network started not being cancerous and the modem was able to stay synced for more than half an hour.

Ask specifically if you are entering a "contract" (such as a two-year agreement) or a "no contract" plan. no contract means you can cancel any time, usually. Also, I am personally very against data caps, but unless you are constantly watching HD video/downloading HD video/games you probably will not hit that cap. I do not know your habits so I don't know if that cap will effect you horribly. Finally, inquire what are the consequences for going over your data cap; sometimes it is throttling and other times it is large fees.

You have not told me the speed you are paying for. IF you are paying for 3 Mb/s download speed and getting 1.66 Mb/s down,t hat is not entirely unreasonable, but if you are paying for 20 Mb/s down it is. I am assuming this is a connection from a cable company or is it DSL over a phone line? If you have WiFi and are using a wireless router or router/modem combo that you have access to you should have plenty of Ethernet ports on the back to set up a wired connection. If you get a significantly better connection when testing wired (which you should) just go online and buy a 5 dollar 50-100ft Ethernet cable, unless you have some crazy living situation where this would not be viable.

He probably doesn't care because again, he's the one with the ethernet (mostly plays MMOs). Not helping matters is that he has yet to change the default password. We have no phone line. The upper wall is an option but I don't know if the tape we have is strong enough.

One of the providers in my area has recently begun offering a DSL-LTE combined tariff.
It's uncapped but requires an ISP-provided router that can either be rented for 6 dolans/month or separately purchased for around 400 dollaridoos. It's my only option available for speeds beyond 16mbps.
