That's my whole point, even a small player base can support an MMO that's not currently in development. MMOs are something like 70% pure profit - the main reason the corporate support for them stops is to move devs into new projects that will (hopefully) make even more money than that. You don't need an active dev team just to keep servers running.
It wouldn't work for, like, Battleborn and its ten active players, but CoH had a lot of players, and it wasn't even free to play.

Was the dev's fault. When the game launched everyone got a one-shot kill rocket launcher on spawn. So the combat was either snipers or rockets and then scrapping with other weapons if you missed. They can and they did from the start. I wouldn't recommend it, because what you get is a whole lot of randomly generated maps that are extremely barebones and flat in terms of visual design, that have random generated objectives, that have pretty much no lasting effect and the main objective is actually not to slay hordes of enemies, but to run away from them. After going through most interesting combinations(which would take around 8-16 hours) the game starts to drop the ball hard, since endgame strats are: fail the objectives that you can fail as fast as possible, others - complete even faster and then stay still behind a cover until evac comes. And since the best course of action is avoiding enemies, the most productive way to do so is to play solo.
Oh yeah, shared screen is a fucking cancer.
