Tell them its free to use and modify. Add into the fine print an agressive patent-left license which forces them to open up all the secret technologies they've built into their autos.

Copy it all and then undercut them by building cars relatively cheaply (no R&D required) to which ever consortium of companies want the advertising.

Ferrari and Mercedes and the other companies that invested seriously into developing their F1 cars decide it isn't worth the investment since everyone now has the same performance and features, and pull out of F1.

Get all the various manufacturers together and declare a 10-year period where new technology can not be introduced to the sport. Define a new set of specs based on the 1970s F1 car and introduce rules like all shifting must be done with a classic clutch/stick device so steering wheels don't cost a million dollars a pop. Reduce driver salary, fire all the rich fag boys, and hire a bunch of rally drivers Scandinavia. Ban the roll cages and other safety devices and put the life of the driver back in his own hands. Allow contact between cars again and get rid of "race control". Replace qualifying with heat races. Mandate old school bias-ply tires and introduce NASCAR style pitting. Make race length at least twice as long. Bring back old track configurations with hairpin/death corners. Publicize the death and drama of the sport as drivers start dropping like flies again.

Innovation trumps money so F1 teams like Ferrari which have massive budgets but not a lot of innovative skill pressure the FIA to regulate everything heavily. When everything is regulated money means everything since you just pay a shitload of people to find tiny improvements you can make in order to gain your advantage as well as hire the best drivers so your competitors can't.

The fan car I mentioned, it used a fan attached to the gearbox to move air from underneath the car and create a vacuum which sucked it to the track.

Actually group B only had a few deaths and they weren't spectator deaths but driver deaths which caused it to be banned. Whats more is that those deaths could have been avoided with some simple change to he safety regulations, current WRC cars are safe enough for the drivers to have survived the crashes that killed the group B drivers.

Put fuel in the tyres not the tank. You need a wheel, engine, and a driver to get around the track - everything else is superfluous. Look at the ancient wing mirrors still being used. Don't designers read and recite the design regulations while they sleep? F1 requires thinking inside of a box, inside of a box, but winning doesn't - and that's where your problem lies.

To someone devoid of creativity, yes certainly - because you assume you are putting fuel into a current (and as I see it wholly ancient) tyre design.

Fuel in the tyres acts as a heatsink under braking, thereby increasing the braking efficiency. The thermal transfer lowers the fuel viscosity throughout the system, and the pre-heated fuel increases the combustion efficiency, which increases the power, and run time on a given fuel load. Designing an engine and fuel tank around the tyre also increases power transfer efficiency as there are losses in power transmission through the axle.

Innovation doesn't come from things you see as 'normal' by definition.

You still have one engine, but it is intelligently spread across the entire car. This allows you to distribute the weight across the entire frame for improved handling characteristics, and also effectively change the engine with a simple wheel change. There are no losses in power transfer to the wheel, as the power comes from the wheel.

Just so you know I'm not a larper, though you probably still wil think that anywyal There was a major change in the design of F1 car bodies that still continues to this day, I predicted that change years before it occurred.
