Are modern TVs as botnet as smart phones? What OS do they typically run? Can I install Gentoo on them? Can you still buy "dumb TVs" that aren't dedicated monitors?

They are literally commodity SoCs, like an RPi or something, usually running an outdated version of Android. Nearly all will run something nice like OpenELEC, check compatibility before you get one.
